The Dunning Kruger effect happens when the knowledge to evaluate ones performance and the knowledge required for performance is not substantial or the same. 1

Incompetent people are not more confident or arrogant than others, but more confident then they should be.

Also, people generally think that others have the same or similar knowledge2 so those who are Incompetent think others are incompetent as well.
